AI scarcity is broadening from GPUs into CPUs, memory, optical DSPs and substrates

Anthropic signed an $11.6bn seven-year Akamai contract for CPU access. J.P. Morgan models the GPU-to-CPU ratio falling from 4.0x in 2024 to 1.9x by 2028, and Meta Muse reportedly uses two EPYC cores per user. BofA sees memory tight through 2028-30; enterprise SSD lead times are 16 weeks versus a balanced eight; Nomura models 2027 1.6T optical DSP demand of 60-70m units against 40-50m supply; Macquarie sees a five-year ABF substrate shortage.

The Trump-Xi summit produced only a two-month truce and no AI mechanism

The main deliverable was a two-month trade-truce extension, short of the three-to-six months observers hoped for, with no tariff cuts and no mechanism for future AI talks. Xi pressed Trump to adopt 'oppose' Taiwan independence language and a $14bn arms package is pending. Rare-earth licensing remains unresolved; Hang Seng Tech fell 2.6% to a 19-month low and China's committed Boeing, soybean and beef purchases have not materialized.
