The oil market is oversupplied, and he expects low prices in the prompt and medium term. Stability in Venezuela removes a potential supply-disruption risk, Russia/Ukraine could eventually return more Russian supply, and even Iran-related risks are unlikely to push prices much higher because there is plenty of oil around. Venezuela cannot meaningfully increase production this year; any real recovery would take years and tens of billions of dollars.
