NATO’s commitment to raise defense spending to 5% of GDP by 2035, plus rearmament and restocking of depleted stockpiles, is pushing governments to deploy a tsunami of capital into domestic critical minerals and rare earths. Scott points to the Pentagon’s $400M equity stake in MP Materials, DPA Title 3 grants, US EXIM financing, and fast-track permitting in Canada and the EU as evidence that government capital is moving into development- and even exploration-stage assets, much of it non-dilutive and highly encouraging for the sector.
