How does one follow what sector government is giving incentives in ?

I have seen governments more or less pick winners everywhere. In the Indian context it was defence, railways and ship building. In USA it was semi conductors etc. All these saw government policy actively shaping returns. How does one keep track of government policy and where they incentivise a sector.
