New investor looking for ETF advice (non-US, non-UK)

Hi everyone, I’m new here and new to investing. I can only invest about $1,000 per month. I’m looking for some good ETF suggestions for beginners that don’t have extra charges like high withholding tax. I’m not from US, so by “extra charges” I mean things like the 30% US withholding tax on dividends for non US residents. I found VWRA as one option. What other good ones are there for someone like me? Thanks!
