Korean data-center construction sector remains attractive.
Korean construction is in an early-stage AI data center build-out. Large domestic general contractors have already built oil/gas plants, power plants and nuclear facilities, and data centers are closer to plant work than ordinary buildings because power and cooling are the two critical requirements. The recent construction-sector pullback was mechanical profit-taking after a strong run, not a fundamental change, so the data center theme remains valid for H2 and the sector is attractive at current levels.

GS E&C top pick on Donghae data center.
GS E&C is the top pick because GS group is first-moving on the Donghae data center project: targeting a 100MW start around November and 1.2GW completion by 2028. At roughly 10 billion won per MW, the project alone could represent over 10 trillion won of construction cost, and as a GS affiliate GS E&C is likely to receive the work, potentially pulling in 10 trillion won of revenue at typical construction margins. Valuation is still only around 10x and the full data center expectation is not yet reflected.

The new government budget confirms a public-sector supply strategy. Construction companies with high public-order exposure, especially small/mid builders, should become more favorable. DL E&C is the second-choice data center construction name. It lacks the powerful affiliate data center anchor that GS E&C has, but at its second-quarter result it announced plans to win about 2 trillion won of data center orders in the second half alone. As data center orders increase across the industry, that exposure can contribute materially to earnings, although the exact size is harder to quantify because there is no fixed gigawatt or amount as with GS.
