Summary

Kwon Hyo-jae, CEO of COR Energy Insight, explains the strategic importance of the Arctic route and icebreaking vessel technology. He argues Korea is dominant in commercialized icebreaking LNG carriers but faces a new challenge from China's icebreaking container ships and Arctic shipping expansion. Busan's transshipment hub role may be at risk unless Korea develops its own Arctic route service.

  • Korea is uniquely positioned in commercialized high-performance icebreaking LNG carriers built for the Yamal LNG project.
  • Finland and Russia hold original icebreaking technology, but Korean yards executed the specialized cargo-ship construction.
  • China has launched NewNew Shipping and ordered icebreaking container ships to operate a China-Russia Arctic route.
  • The Arctic container route currently lacks commercial viability but is being pursued with Chinese state subsidies.
  • Busan port risks losing transshipment cargo if Chinese containers bypass it for direct Arctic routes.
  • Korea's government has consulted shipping companies and shipbuilders to develop Arctic route services and next-generation icebreaking container ships.
  • The US sees Russia-China Arctic cooperation as a strategic threat and is asserting interests in Greenland and Canada's Arctic.

Korea dominates icebreaking LNG carrier construction.
Korean shipyards have a unique edge in commercialized high-performance icebreaking LNG carriers. Finland and Russia hold the original icebreaking technology and Russia built the nuclear icebreakers, but Russia is weak at building cargo ships. Korean shipyards executed the difficult construction of the specialized icebreaking LNG carriers for the Yamal LNG project, including first- and second-generation vessels, giving Korea a dominant position in this niche.

Korea is developing next-gen icebreaking container ships.
China has recently built many icebreaking container ships and launched NewNew Shipping to run a China-Russia Arctic container route, but current operations are small, seasonal, and commercially weak. To compete and protect Busan's transshipment role, Korea's government and shipbuilders have launched development of next-generation 8,000 TEU icebreaking container ships with strong icebreaking capability, aiming to use Korean shipbuilding technology to gain an edge over China.
