Should I pay €9k for Turkish military service now or invest the money?

I’m 31, live in the Netherlands and have Turkish citizenship. I currently have the option to pay around €9,000 for "Dövizli Askerlik" (=military service) and be done with my military service.
As far as I know, I can postpone it until around age 35.
I currently have €9k in cash, so I’m considering:
1. Pay the €9k now and be done with it.
2. Take a €9k loan, pay the military service, and invest my own €9k for \~4 years. Then use the investment to repay the loan.
I don’t want to take excessive risk, so I’d probably look at things like deposits, bonds or broad ETFs.
What would you do in my situation? Does borrowing to invest the €9k make sense, or is it unnecessary risk?
Also, is waiting until 35 risky because the Dövizli Askerlik fee could increase significantly?
Would appreciate opinions, especially from anyone who has been in a similar situation.
