Looking to add an international fund, VEU vs VXUS

I have about 8% in vwo and the rest US stocks in my SEP. Looking to add an international fund. I understand there’s about 27% in emerging market in VEU and VXUS. I don’t mind. But it comes down to should I add an etf that’s international large caps or all? They seem to have performed the same in the past. Thank you
