Lee Jang-won recommends using an ISA as a tax-advantaged investment account because up to KRW 2 million of gains are tax-free and excess gains are taxed at only 9.9% separately, below the 15.4% ordinary interest/dividend rate; ISA income is also excluded from health-insurance income and can offset losses. He stresses that because the tax benefit requires at least three years of maintenance, investors should commit only spare long-term money, not living expenses, and he notes that most ISA users hold domestic-listed overseas index ETFs rather than day-trading.
