EIP-8363's path toward zero staking issuance is risky because Ethereum's practical security budget against censorship/collusion is only a few million dollars per day, not the full staked ETH. Cutting issuance to zero could make rational stakers exit, let a large holder drive issuance to zero, and worsen the Nakamoto coefficient. He argues for keeping the ~0.5% minimum viable issuance and waiting for MEV burn before any issuance cut.
