How is there still trust in the system?

Politics aside, market manipulation is being quite openly and commonly commited by large governments, how does the trust in the stock system remain for the average trader? Is the impact they make too insignificant in trading? is there ways to make money regardless of market manipulation? i.e big fish concentrate on manipulating oil and tech, and smaller investors take the scraps in niche stocks etc?) Are legitimate investors just treating the stock market as a global casino?
